ITANAGAR, Aug 20: Director of Higher and Technical Education Dr. Joram Begi asked the students pursuing career in law to take their (legal) profession seriously instead of obtaining the degree for just getting a job.

ITANAGAR, Aug 20: A district level monitoring and vigilance committee for affective implementation of public distribution system for Upper Siang district has been constituted by the deputy commissioner recently. The committee will be headed by DC himself as chairman and SP, ADC and other officers as members. Free medical camp by AVP
ITANAGAR, Aug 20: Upper Subansiri district unit of Arunachal Vikas Parishad (AVP) conducted free medical camps at three villages of the district, namely, Janbo, Bomdo, Karko, under Jengging circle in the second week of this month.
Over 400 patients have benefited from this medical camp. The camp provided free health check up to over 400 patients by AVP’s full time worker Dr. DK Pathak.
AVP’s district Organizing Secretary Taken Payum while highlighting the various activities being carried out by AVP for the welfare of indigenous people of the state, urged the villagers to keep their surroundings neat and clean to avoid some common diseases.

School need facilities

Through the columns of your esteemed daily, I would like to highlight about the helpless
conditions of Govt middle school Sogum mingmang which is located under Kangku-
The institution is deprived of all basic facilities like school building, teacher’s quarter, school boundary wall, boys/girls hostel and sanitation since 1978 due to complete failure of authority concerned. It is the lone middle school in Dolok Banggo Area which is centrally located.
Despite absence of basic facilities, hundreds of children from the nearby twenty villages are getting education. Even though there have been many appeals from the School management committee, panchayat members, village elders and youth to all concerned, decades have passed without any improvement. The situation is instead degrading.
One wonders why no basic infrastructure is being provided to the school. The government must intervene and ensure that basic facilities are also provided to the school at par with other schools of the state.

Deserving ones are left out
Dear Editor,
Through the column of your esteemed daily I would like to share my view as to why our state does not progress even after 27 years of getting statehood. Our state neither seem to prosper nor develop.
Today our state is one of the unhappiest states of the country. Why?
The Land of Rising Sun do not prosper like any other state of Northeast because policy makers, policy implementers and all those people in high positions in the state never give chance to the deserving ones to serve the state.
The present govt is not utilising the resources it have in an appropriate manner.
It hurts when I see unemployed educated youths of our state who are struggling intensively to survive in this corrupted regime.
The present scenario of our state is like survival of the wealthiest and those having political background.
Most jobs under Arunachal govt is meant for the kith and kin of the rich businessmen, powerful politicians and high level bureaucrats.
Indians very proudly tell the whole world that our country is the largest democratic nation in the world. Is this democracy where there are no equal opportunities for economic and social progress? What democracy are we talking about?
Things would have been better if the deserving candidates were given chance to serve the state and its people.
Things would have been much better if the state govt had adopted specialisation of work instead of generalisation of work.

Improve facilities of the CJM court, Yupia
Dear Editor,
Soon after the newly appointed Chief Judicial Magistrate had taken charge of the Court of Chief Judicial Magistrate, Capital Complex at Yupia, the long pending cases of approximately 3037 had been transferred to the said Court.
Our newly appointed CJM Hirendra Kashyap really deserves applauds for discharging his duty with utmost sincerely despite of nominal infrastructure and facility available to him. Therefore, his contribution to our society in General and Papum Pare in particular is highly appreciable beyond words.
Till June 2014 there were about 291 charge-
In this regard it is worth mentioning that one of the escapees of the famous “Prison escape” case from District Jail Jully, Itanagar have been convicted for 2 years rigours imprisonment. Some of us have a wrong concept of the criminal jurisprudence that after getting bail the entire court proceeding is over. But the fact is that bail is not the end of the criminal proceeding, but it only allows the alleged accused person to stay outside jail and enable him to defend himself during the time of trial of the case.
However, on the other hand on the completion of the trial of the case, there may be conviction or acquittal. Soon, this concept is going to change, as the aged old pending cases are on rapid trial stage and therefore people with such notion who did not bother to resort to crime again and again have to re consider committing crime repeatedly.
However, the advocates fraternity and Papum Pare Bar Association who are practicing at the court of CJM Yupia knows that the Court of CJM Yupia which have the highest numbers of cases in the state is working tirelessly 6 days a week is seriously suffering from lack of permanent staff and other essential infrastructures.
It only has four working staffs out of which three of them are Police personnel from Papum Pare (rural) & one is a contingency staff from the DC, Capital.
Literally, CJM is the lone permanent staff in the Court. This seriously requires attention of appropriate authorities. The Court premises do not have even the basic utility facility. There is no proper maintenance of the toilets. Thus, whether it is a petitioner, an advocate or even UTPs all have to control the nature’s call. The Ld. CJM Yupia is also a Civil Judge (Senior Division).
Huge numbers of civil cases along with criminal cases are being transferred in daily. The load of cases & case files have increased much more than few almirahs being provided. The case files are now being kept on chairs in absence of sufficient shelves.
One JMFC provided to assist the CJM had completed her training and ready to take up the cases but this also could not be materialised till now as she has no room. Even the basic amenities like, chair and fans are donated by the Bar Association.
There is no proper housing facility for large numbers of UTPs that are being produced
at the Court daily and are compelled to loiter around the Court premises posing serious
threat of escaping as there is handful of guards only. There is urgent need for temporary
lock-
The Court of CJM needs a Court Officer from Police Department with Police team to act in times of need but due to its absence, often the criminal who don’t deserve to enlarge on bail on their surrender at Court are compelled to be enlarged on bail. On other instances, some anti social elements who tend to disrupt Court Proceeding also cannot be apprehended instantly and it also pose a serious security threat to the Magistrate who are disposing their constitutional duties with utmost honesty and without fear or any coherence. Thus, the CJM is left alone with no police to act on his order.
In the light of the fact and circumstance as stated above the Govt. of Arunachal is urged to take up serious steps to facilitate all the basic required amenities so, that the judiciary system runs smoothly in the interest of the justice.

Dibang wildlife sanctuary likely to get the status of Tiger reserve

Institute of India (WII) have detected presence of good number of tigers at Dibang
Wildlife Sanctuary. The WII was entrusted by department of environment and forest,

The presence of tiger at Dibang Wildlife Sanctuary was first established after state forest officials rescued three tiger cubs from Angrim Valley within the sanctuary in December 2012. The detection of tiger has given hope that Dibang Wildlife Sanctuary may be declared as new tiger reserve of Arunachal Pradesh. As of now Namdapha and Pakke are the two famous tiger reserves of state.
While talking to this daily, PCCF Omkar Singh stated that this is just small beginning and process of acquiring tiger reserve for Dibang will be lengthy one.
“The team has covered very small part of the sanctuary. There is long way to go. But good news is that they have detected presence of big number of tiger and prey population in the area covered by them. Expert believes that there may be more number of tiger and proper research has to be done before coming to a conclusion,” stated PCCF.
He further added, “Due to advancement of monsoon the survey had to be discontinued. The team from WII will again come back in the month of October to continue the survey. Probably by early next year we will be able come out with concrete report about number of tiger present in Dibang Wildlife Sanctuary.”
This latest discovery will surely rejuvenate the tiger lovers of Arunachal. It is believed that tiger population at Namdapha and Pakke has been dwindling over the years despite best effort put in by forest department.

Landslides damage dwelling houses at Suju Colony
ITANAGAR, Aug 20: Five houses were almost buried while dwelling houses of more than 100 people were damaged by landslides due to earth cutting at Suju Colony, Papu Nallah, informed Ward Member of Papum Nallah under Itanagar Municipality.
Majority of the dwellers of the colony, whose houses were damaged, were from poor economic back ground and daily wage earner, said the Ward Member. Further, the landslide has forced few of them to shift to safer places at extra cost.
The dwellers of the colony had reportedly approached the individual concerned urging him not to go for the earth cutting even before start of the work, the Ward Member said, and held the individual concerned responsible for the damages caused to the colony dwellers.
The Ward Member appealed to the state government to provide compensation to the affected families after assessing the extent of damages as per norms.
I have reported this matter to the district magistrate as well as the state government but no assistance or relief has been provided to the affected families yet, the ward member lamented.
In the meanwhile, the ward member informed that the electric pole of 33kv high tension line near Him Yamaha, Papu Nallah has been on verge of collapse posing great threat to human lives. He urged the Power Department to repair the pole without any further delay.
Rhododendron Festival celebrated in Tawang
ITANAGAR, Aug 20: ‘Tawang Rhodo Fest 2014’ was celebrated with various programs recently
at Tawang in order to develop the tourism potential along with conservation of the
fast declining precious Rhodo species of Tawang district. The three-
Tawang MLA Tsering Tashi who inaugurated the event on August 16 appreciated this innovative step and motivated the youth to explore into tourism activities. He also extended his full support for all development activities in this sector.
Tawang Deputy Commissioner Abhishek Dev expressed that the primary thrust of the event was capacity building of the youth of Tawang in the field of tourism. The Rhodo Fest aims to develop the tourism potential along with conservation of the fast declining precious Rhodo species of the district. The Divisional Forest Officer Pradeep Wahule made a presentation on the immense diversity of rhodos in the District and highlighted the need to map the rhodo cover and enlist the species, the need to promote development of nurseries and plantation activities etc.
As a part of the festival, a trekking programme was organized under the leadership of David, key tour operator in Tawang. During the trek, training was imparted to the participants in areas like birdwatching, identification of medicinal plants, flora and fauna, issues of conservation, concept of homestays etc. Training was also imparted by Col. Gulshan Chadda, Director NIMAS pertaining to development of mountaineering skills etc.
The organizing departments hope that this 3 days event which was celebrated with great pomp and festivity would be taken to national and international levels in coming years.

Mental health awareness prog at PTC
ITANAGAR, Aug 20: A mental health awareness programme was organized at PTC, Banderdewa today under the aegis of State Mental Health Authority to educate the police of their roles in dealing with persons with mental illness and their rights.
Psychiatrist of Arunachal State Hospital Dr.Haniya Payee, dwelt in length on various aspects and provisions under Mental Health Act and made the participants aware of the roles of police officers in dealing with persons with mental illness and human rights issues pertaining to such patients.
Dr. Payee, who is also the Member Secretary of State Mental Health Authority and State Programme Officer (Mental Health), said that people with mental disorders are one of the most vulnerable populations in the society. They are often isolated, stigmatized, discriminated, humiliated and marginalized. They end up their lives in unhygienic and inhuman living condition either in the community or in the mental hospitals, he said.
Highlighting the provisions under Mental Health Act, Dr. Payee informed that the Act provides persons with mental illness with the rights of equal access to mental health services, their reintegration into the mainstream of society and live with dignity.
Psychiatrist of ASH Dr.N Arati Namchoom Ete spoke on various types of mental illnesses and mental retardation with their clinical features and urged the participants to reach out to help them.

Workshop on DBT and IMR reduction held
ITANAGAR, Aug 20: A day long orientation workshop on Direct Benefit Transfer (DBT) and IMR (Infant Mortality Rate) Reduction programme was conducted by District Health Society, Yupia at Arunachal State Hospital, Naharlagun today.
Chairing the workshop, Papum Pare DMO Dr. S Ronya informed the participants in the workshop that it was basically on the new financial initiative launched by GoI, called as DBT (Direct Benefit Transfer) and IMR Reduction programme.
While providing the aim and objective of the workshop, Yupia DRCHO Dr. Kipa Tuglik
said that the principal objective of the DBT is to facilitate direct credit of incentive
payments to the ASHAs and other beneficiaries in their right account and in right
time through Public Financial Management System. In this regard all Medical Officer

Anuraag Shiyam, PRO, SBI Naharlagun, while participating in the workshop highlighted the procedures involved in opening the small savings account. He said that small saving account is also entitled for ATM card and passbook. Though he also specified that the small saving account holder is not entitled to have maximum balance of more than Rs.50,000 in his/her account and also can not withdraw Rs.10,000 at a time.
Detail information on DBT was provided by Arup Paul, State Finance Manager, NHM. He said any kind of incentive or other related financial transactions must be strictly done as per the directives given under the PFMS. There should be no direct cash transactions he further said. He also said that necessary training on DBT to the DAM, BAM and BDM will be initiated in the days to come.
In the latter half of the workshop, DMO Dr. S. Ronya presented detail power point presentation on Infant Mortality Rate Reduction Programme recently launched by GoI. He said that IMR is the number of death in the children less than 1 years of age per 1000 live births registered in the same year.
The status of infant mortality in Arunachal Pradesh is quite disturbing, as per Sample Registration Survey Bulletin of India in the year 2012, the IMR in rural areas was 37 and in urban areas it was 13. In this regard the IMR reduction programme initiated by the GoI is very much laudable. He appealed to all the MOs present in the workshop to conduct household survey on IMR/MMR in their respective blocks/catchment areas and submit it before 20th of September to DMO Office, Yupia so that care services require to reduce the IMR may be initiated. He also directed all the ASHAs of the District to include IEC/BCC activities on IMR during their Village Health and Sanitation Day gatherings.
Besides DMO and DRCHO and others, Medical Superintendent, ASH, Dr. Raina, Medical Officers and ASHA facilitators of the District and DPMU staffs were present.

ITANAGAR, Aug 20: All Arunachal Contractors’ Welfare Association (AACWA) has reiterated the demand for reducing the price of High Security Registration Plate (HSRP) in Arunachal Pradesh.
Claiming that the price for installing HSRP is exorbitantly high in Arunachal Pradesh as compared to other states, AACWA called upon the vehicle owners to protest it and not to get HSRP until the cost of installing such number plates is reduced to a reasonable price.
Although a representation in this regard was submitted to the Secretary, Transportation in May this year, the authority did not take any initiative to reduce prices of HSRP, lamented AACWA.
Giving example, AACWA said that the price for getting HSRP in neighboring state Assam is Rs.119 for two wheelers, Rs.153 for three wheelers, Rs.318 for light motor vehicles and Rs.335 for medium and heavy vehicles. While in Himachal Pradesh, the rate is Rs.105 for two wheelers, Rs. 125 for three wheelers,Rs.304 for light motor vehicles, Rs. 315 for Medium/ heavy vehicles and Rs.100 for Power tillers and coupled trailers.

Dr. Kapu Sopin MO incharge PHC Pakoti who led the team along with Dr. Khoda Tada, who is also MO PHC Pakoti, while highlighting the aim and objectives of the awareness programe explained about the Japanese Encephalitis which is actually an animal disease (like domestic pigs and wild birds(herons)) where man is accidentally infected by mosquito bites. He also explained the mode of transmission, clinical features like fever, body pain, headache, joint pain followed by photophobia, vomiting, convulsions, alter sensorium, etc which may develop over the next few days after the infection and it preventive measures. He also talked about the role of pigs in amplifying viruses of Japanese encephalitis & requested them to discourage parents keeping pigs openly or piggery near houses as it creates unhygienic surrounding causing other diseases also. He also requested students, teache etc to take active participation with health peonnel in giving health awareness. He requested them to maintain “Each Student Teach Each Family’’ about Japanese Encephalitis and other health related programmes.
Dr. Khoda Tada while talking on Diarrhea explained about its various causes, mode of transmission, preventive measures and treatment. DDSE visits remote schools of Tirap and Longding districts
KHONSA, Aug 20: Tirap DDSE Pubi Lombi yesterday visited various schools of Tirap and Longding districts viz. Bera Middle School, Tissa Middle School and Senua Primary School.
During his visit to Bera Middle School, he addressed the students to be punctual, discipline and have zeal to learn good manners and become good citizens. He also advised the students to enhance their knowledge in the field of grammar, general knowledge etc by reading novels and famous books in addition to their prescribed syllabus. He also visited the residential school with 100 bedded capacity at Kamhua Noknu under Longding district. This School was not properly functioning due to shortage of sufficient teachers for many years but after assuming charge as a DDSE, P. Lombi, tried his best and succeeded in making this school fully functional. At present the school is running smoothly with an enrolment of 85 students. Efforts are on to achieve 100% enrolment. During his visit he gave 4 numbers of Solar Lamps to the residential School. DDSE assured posting of more teachers at the earliest for smooth functioning of the School and also assured the students of providing 1 number of Sintex in the Boys Hostel within a few days. DIPRO

IDEA & Caritas India organize malaria training for ASHAs
ITANAGAR, Aug 20: The two days training for ASHAs on malaria prevention and control organized by Itanagar Diocesan Empowerment Association (IDEA) and Caritas India in collaboration with District Vector Borne Disease Control Programme (DVBDCP) Papum Pare concluded at Catholic Mission, Kimin yesterday.
The training aimed at building capacity of the ASHAs for early diagnosis and prompt treatment of all malaria cases and reduce morbidity and mortality.
ASHAs are the village level health worker and have a tremendous role in sensitizing the community for adopting effective preventive measures like use of bed nets and indoor residual spray (IRS).
Dr. Mitty Lego, medical Officer at Community Health Centre Kimin,T.P Tara, Consultant of District Vector Borne Disease Control Programme Yupia , Nikap Nada, Malaria Technical Supervisor of Community Health Centre Doimukh and Mr John and Mr. Raj from IDEA Caritas India were the resource persons.
Altogether 19 ASHAs, including one ASHA facilitator from Community Health Centre (CHC) Kimin attended the training.
IDEA in Partnership with Caritas India (NGO) has been supporting DVBDCP in terms of organizing training for ASHAsin entire Papum Pare district under the guidelines of National Vector Born Disease Control Programme.
So far 84 ASHAs from PHC/CHCs, namely Balijan, Doimukh, Basarnallo, Jote and Kimin were trained.

ITANAGAR, Aug 20: The four days medical camps organized by Arunachal Praesh Congress Seva Dal in various remote villages of Longding district concluded at Kanubari today.
Over 800 patients were treated in the last day of the medical camps by doctors from Arunachal State Hospital.
Earlier, similar medical camps were conducted at Longding on Sunday and remote border village k/Nonku the next day and treated more hundreds people suffering from malaria, diarrhea and various other diseases.
APCSD Chief Organizer Kipa Kaha informed the villagers about the state government’s various welfare measures for rural people and its commitment to reach out to every nook and cranny of the state to understand the plight common people.

BOMDILA, Aug 20: MLA cum Parliamentary Secretary for PHE & WS department Kumsi Sidisow inspected the Water Treatment Plant (WTP) at Bhalukpong and the Central Store of the department despite heavy rain to assess the reasons for the dysfunctional Slow Sand Filtration (SSF) Units and the dilapidated condition of the store since last few years. He was accompanied by Er. Likha Tekhi, EE PHE & WS Division, Bomdila and local departmental officers and PRI members of Bhalukpong.
He assured his full support and guidance at appropriate levels to revive the water supply infrastructure and asked for preparation of an estimate for reconstruction of the SSF and boundary walls of the Central store.
Later he convened a brief meeting with officers and officials of the department and exhorted them to work sincerely and maintain the work culture. It gains prominence as the department is listed in the essential services department, he observed.
