Officers urged to stay at posting place under Balijan circle

ITANAGAR, Aug 20: A co-ordination meeting of all the heads of offices of Balijan circle under the chairmanship of Balijan ADC Chuku Takar was held on Tuesday. The meeting was attended by officers, PRI leaders, market committee and others.

Addressing the meeting, Chuku Takar urged upon every officers of all departments to stay at their respective posting places for the interest of all. He directed some of the departments to immediately shift their base offices to Balijan who are functioning from outside without approval from competent authority.

Taking serious note of the law and order scenario, Takar directed the Officer In-charge of Balijan PS to intensify the patrolling in and around Balijan Township and asked officers to regularize the check gate so that no person or vehicle enters or exits without ILP documents.

 

Resentment over poor

Potin-Pangin road condition

ITANAGAR, Aug 20: Ziro MLA Er Tage Taki today questioned the authority concerned over poor maintenance of Potin-Pangin Highway road. In a press statement Ziro MLA claimed that the said road is poorly maintained by the authority as it tosses around among BRTF, PWD and National Highway Authority of India (NHAI).

Taki further claimed that road is supposed to hand over by NHAI as per the MoU signed on 18th January 2012 between Concessionaire and Ministry of Surface Transport government of India.  He also questioned why the government is reluctant to initiate for cancellation of agreement signed in two years backs, saying that poor road making commuters difficult to ply.

 

IMC writes DC Capital for a plot

ITANAGAR, Aug 20:  Chief Municipal Executive Officer of Itanagar Municipal Council today wrote a letter to the deputy commissioner Capital Complex requesting not to extend 30 years lease agreement signed with M/S Himmatsinka, Banderdewa and M/S G.S Mill, A Sector Naharlagun which had expired recently.  It further asked the DC to allot mentioned plots for the establishment of IMC office, garage, market and other infrastructural development.

 

Blood donation camp held

ITANAGAR, Aug 20: The National Student Union of India (NSUI) state unit Itanagar organized a blood donation camp to mark the 70th birth anniversary of former prime minister of India Rajiv Gandhi here today at R K Mission Hospital Seminar Hall. The objective of blood donation camp is to give awareness among the people of saving precious lives through blood donation. Attending the programe deputy chief councillor Kipa Babu encouraged the youth to come to forefront in blood donation. Arunachal Pradesh Aids Control Society Managing Director Nabam Budh and Dr L.Choudhary of R K Mission Hospital were also attended the programe. The NSUI leaders also  distributed fruits and sweets  the patients on the occasion.

 

One house dismantled

in Roing eviction drive

ROING, Aug 20: Lower Dibang Valley District Administration headed by Roing Estate Officer, W Tikhak, ADC carried out an eviction drive in the Roing Township today.

During the eviction, an OBT type building recently build up in the Govt land near the township road in New Colony area was dismantled. It was informed that the land encroacher was served notice twice before carrying out the eviction drive and due to non-compliance of the notices, the action was taken by the district administration. This is being done to protect the Govt. land from further encroachment and also to maintain the beauty of the Roing township.   The estate officer was accompanied by Sanjay Taram, Town Magistrate, Rakesh Tacho, CO in-charge LRSO along with his field staffs and police personnel headed by OC, PS Roing. AE office building inaugurated at Bhalukpong

ITANAGAR, Aug 20: The newly constructed office of the Assistant Engineer (E), Department of Power, Bhalukpong was inaugurated by Parliamentary Secretary Kumsi Sidisow today in presence of all the HODs, PRI leaders and public leaders of Bhalukpong.

The office building was constructed with fund from MLA Local Area Development fund for the year 2013-14. Further Rs.10 Lakhs has been allotted for construction of RCC boundary wall around the office premises of the Assistant Engineer (E) by the Parliamentary Secretary.

 

Dr. Begi asks law students to take their profession seriously

ITANAGAR, Aug 20: Director of Higher and Technical Education Dr. Joram Begi asked the students pursuing career in law to take their (legal) profession seriously instead of obtaining the degree for just getting a job.

Dr. Begi was addressing at a programme organized to mark the beginning of 8th session of Arunachal Law Academy (ALA).

He also highlighted the role of legal professionals in nation building and wished the students all success in their professional lives.

In addition to that higher and technical education director, Dr. Joram Begi made his presence as the chief guest.

Earlier, the programme started with formal inauguration of the session by lighting lamp by Dr. Begi in presence of first semester LLB students and management committee members.

District and Sessions Judge Budhi Habung, who presided over the function shared his experience and views over how to become a good barrister.

DLMVC on PDS formed

ITANAGAR, Aug 20: A district level monitoring and vigilance committee for affective implementation of public distribution system for Upper Siang district has been constituted by the deputy commissioner recently. The committee will be headed by DC himself as chairman and SP, ADC and other officers as members. The DC Dr Tariq Thomas in his order authorized and  delegated power to all the committee members to inspect the K.Oil stock, rice stock, cooperative lamps and fair price shop at any time. The objective of the committee is to streamline PDS and check the rampant illegal activities of PDS in the district.

While addressing the DLMV committee meeting at Yingkiong today, the DC asked the district food and civil supply officer and carriage contractor to inform in advance to the committee about the time of loading and arrival of heavy vehicle so that committee may verify it.

Meanwhile the department of fishery development Upper Siang has distributed fishery seeds to fifty beneficiaries in a small but impressive function held at Yinkiong today. DIPRO

 

World Humanitarian Day

ITANAGAR, Aug 20: The students and teachers of St. Thomas Residential School, Damsite, Naharlagun celebrated World Humanitarian Day in a different way by contributing few amounts to Mother Teresa Home, Naharlagun.

The fund was raised out the pocket money given to the students by their parents and guardians which was save in the school’s ‘Manavaseva Relief Fund’.

The amount was handed over the sisters of Mother Teresa Home by school Principal R. Rajeesh.

The function was attended by School Director Easho. M. Cheriyan, Rev. Father Ajay, teachers and students of the school.

 

DTPC meeting held

PASIGHAT, Aug 20: A District Tourism Promotional Council (DTPC) meeting was held in the DC’s conference hall to discuss about the project proposal for the year 2014-15.

It was chaired by the Deputy Commissioner, Nidhi Srivastava and members attended were DTO (Tourism), ACF (T), DACO, DPO Pasighat and ZPM Bogong-II.

While suggesting self sustainable projects, the DC emphasized on promotion of eco-tourism by involving local people so that maximum benefits from the growing tourism industry goes to them.

The committee members highlighted about the project proposal and other prospects in developing/promoting the tourism industry in the district.

Free medical camp by AVP

ITANAGAR, Aug 20: Upper Subansiri district unit of Arunachal Vikas Parishad (AVP) conducted free medical camps at three villages of the district, namely, Janbo, Bomdo, Karko, under Jengging circle in the second week of this month.

Over 400 patients have benefited from this medical camp. The camp provided free health check up to over 400 patients by AVP’s full time worker Dr. DK Pathak.

AVP’s district Organizing Secretary Taken Payum while highlighting the various activities being carried out by AVP for the welfare of indigenous people of the state, urged the villagers to keep their surroundings neat and clean to avoid some common diseases.

Postpone exams

Dear Editor,

The written exam for appointment of Sheristadar to be conducted on 13th Sept 2014 by Gauhati High court should be postponed as it will clash with the Arunachal Pradesh Public Service commission exam ( mains) 2014 which is being held from Sept 13-20.

We have been preparing for the exams for a long time but with dates coinciding, it will be difficult for the candidates to attend both the exams.  

Therefore, we appeal to Guahati High court to please understand the problem of local unemployed youths of the state and kindly postpone the exam date at least for few days.

School need facilities

Dear Editor,

Through the columns of your esteemed daily, I would like to highlight about the helpless conditions of Govt middle school Sogum mingmang which is located under Kangku-Likabali of West Siang.

The institution is deprived of all basic facilities like school building, teacher’s quarter, school boundary wall, boys/girls hostel and sanitation since 1978 due to complete failure of authority concerned. It is the lone middle school in Dolok Banggo Area which is centrally located.

Despite absence of basic facilities, hundreds of children from the nearby twenty villages are getting education. Even though there have been many appeals from the School management committee, panchayat members, village elders and youth to all concerned, decades  have passed without any improvement. The situation is instead degrading.

One wonders why no basic infrastructure is being provided to the school. The government must intervene and ensure that basic facilities are also provided to the school at par with other schools  of the state.

Deserving ones are left out

Dear Editor,

Through the column of your esteemed daily I would like to share my view as to why our state does not progress even after 27 years of getting statehood. Our state neither seem to prosper nor develop.

Today our state is one of the unhappiest states of the country. Why?

The Land of Rising Sun do not prosper like any other state of Northeast because policy makers, policy implementers and all those people in high positions in the state never give chance to the deserving ones to serve the state.

The present govt is not utilising the resources it have in an appropriate manner.

It hurts when I see unemployed educated youths of our state who are struggling intensively to survive in this corrupted regime.

The present scenario of our state is like survival of the wealthiest and those having political background.

Most jobs under Arunachal govt is meant for the kith and kin of the rich businessmen, powerful politicians and high level bureaucrats.

Indians very proudly tell the whole world that our country is the largest democratic nation in the world. Is this democracy where there are no equal opportunities for economic and social progress? What democracy are we talking about?

Things would have been better if the deserving candidates were given chance to serve the state and its people.

Things would have been much better if the state govt had adopted specialisation of work instead of generalisation of work.

Improve facilities of the CJM court, Yupia

Dear Editor,

Soon after the newly appointed Chief Judicial Magistrate had taken charge of the Court of Chief Judicial Magistrate, Capital Complex at Yupia, the long pending cases of approximately 3037 had been transferred to the said Court.

Our newly appointed CJM Hirendra Kashyap really deserves applauds for discharging his duty with utmost sincerely despite of nominal infrastructure and facility available to him. Therefore, his contribution to our society in General and Papum Pare in particular is highly appreciable beyond words.

Till June 2014 there were about 291 charge-sheets filed by the various Police Stations and 62   numbers of Civil Nature cases against which the trial proceeding had already begun. It has hardly been six months since the inception of separate judiciary system but large number of cases have been disposed off in this very short span of time. Till the month of June 2014, 30 cases have been disposed off which includes 17 numbers of cases from Itanagar PS, nine of Naharlagun PS and 4 of Banderdew PS.

In this regard it is worth mentioning that one of the escapees of the famous “Prison escape” case from District Jail Jully, Itanagar have been convicted for 2 years rigours imprisonment. Some of us have a wrong concept of the criminal jurisprudence that after getting bail the entire court proceeding is over. But the fact is that bail is not the end of the criminal proceeding, but it only allows the alleged accused person to stay outside jail and enable him to defend himself during the time of trial of the case.

However, on the other hand on the completion of the trial of the case, there may be conviction or acquittal.  Soon, this concept is going to change, as the aged old pending cases are on rapid trial stage and therefore people with such notion who did not bother to resort to crime again and again have to re consider committing crime repeatedly.

However, the advocates fraternity and Papum Pare Bar Association  who are practicing at the court of  CJM Yupia knows that the Court of CJM Yupia which have the highest numbers of cases in the state is working tirelessly 6 days a week is seriously suffering from lack of permanent staff and other essential infrastructures.

It only has four working staffs out of which three of them are Police personnel from Papum Pare (rural) & one is a contingency staff from the DC, Capital.

Literally, CJM is the lone permanent staff in the Court. This seriously requires attention of appropriate authorities. The Court premises do not have even the basic utility facility. There is no proper maintenance of the toilets. Thus, whether it is a petitioner, an advocate or even UTPs all have to control the nature’s call. The Ld. CJM Yupia is also a Civil Judge (Senior Division).

Huge numbers of civil cases along with criminal cases are being transferred in daily. The load of cases & case files have increased much more than few almirahs being provided. The case files are now being kept on chairs in absence of sufficient shelves.

One JMFC provided to assist the CJM had completed her training and ready  to take up the cases but this also could not be materialised till now as she has no room. Even the basic amenities like, chair and fans are donated by the Bar Association.   

There is no proper housing facility for large numbers of UTPs that are being produced at the Court daily and are compelled to loiter around the Court premises posing serious threat of escaping as there is handful of guards only. There is urgent need for temporary lock-up cell for UTPs around CJM Court.

The Court of CJM needs a Court Officer from Police Department with Police team to act in times of need but due to its absence, often the criminal who don’t deserve to enlarge on bail on their surrender at Court are compelled to be enlarged on bail. On other instances, some anti social elements who tend to disrupt Court Proceeding also cannot be apprehended instantly and it also pose a serious security threat to the Magistrate who are disposing their constitutional duties with utmost honesty and without fear or any coherence. Thus, the CJM is left alone with no police to act on his order.  

In the light of the fact and circumstance as stated above the Govt. of Arunachal is urged to take up serious steps to facilitate all the basic required amenities so, that the judiciary system runs smoothly in the interest of the justice.

Defaulters be punished

Chief Minister Nabam Tuki recently held meeting at Delhi to review all the Hydropower projects of state with capacity of 100 Mw and above. In a day-long meeting with more than twenty five developers including Central PSUs like NHPC and NEEPCO and other private developers, Tuki reviewed the projects on a one on one basis with each developer. While appealing to the developers to expedite all the pending technical issues with both Central as well as the State Government, he reiterated his commitment to make Arunachal Pradesh the ‘Powerhouse’ of the country while ensuring the ecological, social and cultural interests of the state.

CM also warned that any laxity or non-seriousness noticed on the part of developers will be dealt strictly by the State Government. This meeting took place in right time. Numerous number of hydropower developers have turned off from scene after signing MOUs/MOAs with state government. It is alleged that these companies signed MOUs only to earn money from stock market. In reality they are not serious about implementing the projects and are trying to find means to exit from state. Government of Arunachal should pull up socks and take action against those power developers who default with terms and condition of MOU/MOA.

Dibang wildlife sanctuary likely to get the status of Tiger reserve

ITANAGAR, Aug 20: In an encouraging development, the members of Dehradun based Wildlife Institute of India (WII) have detected presence of good number of tigers at Dibang Wildlife Sanctuary. The WII was entrusted by department of environment and forest, government of Arunachal to carry out the survey. During their 2-month preliminary survey in the months of February-March, the team managed to cover only around 300 Sq.km out of total 4149 Sq.km.

The presence of tiger at Dibang Wildlife Sanctuary was first established after state forest officials rescued three tiger cubs from Angrim Valley within the sanctuary in December 2012. The detection of tiger has given hope that Dibang Wildlife Sanctuary may be declared as new tiger reserve of Arunachal Pradesh.  As of now Namdapha and Pakke are the two famous tiger reserves of state.

While talking to this daily, PCCF Omkar Singh stated that this is just small beginning and process of acquiring tiger reserve for Dibang will be lengthy one.

“The team has covered very small part of the sanctuary. There is long way to go. But good news is that they have detected presence of big number of tiger and prey population in the area covered by them. Expert believes that there may be more number of tiger and proper research has to be done before coming to a conclusion,” stated PCCF.

He further added, “Due to advancement of monsoon the survey had to be discontinued. The team from WII will again come back in the month of October to continue the survey. Probably by early next year we will be able come out with concrete report about number of tiger present in Dibang Wildlife Sanctuary.”  

This latest discovery will surely rejuvenate the tiger lovers of Arunachal. It is believed that tiger population at Namdapha and Pakke has been dwindling over the years despite best effort put in by forest department.

A latest annual census report published in the bi-monthly Outreach Journal of the National Tiger Conservation Authority (NTCA) says the total count of tigers is 17 in the state, which includes 13 in Pakke tiger reserve and 4 in Namdapha Tiger Reserve. The Namdapha Tiger Reserve is the only national park in India where all the four varieties of big cats - tiger (Panthera Tigris), leopard (Panthera Pardus), snow leopard (Panthera Uncia) and clouded leopard (Neofelis Nebulosa) have been found. However encroachment and poaching at Namdapha have seriously dented the population of this precious wildlife.

 

 

Landslides damage dwelling houses at Suju Colony

ITANAGAR, Aug 20: Five houses were almost buried while dwelling houses of more than 100 people were damaged by landslides due to earth cutting at Suju Colony, Papu Nallah, informed Ward Member of Papum Nallah under Itanagar Municipality.

Majority of the dwellers of the colony, whose houses were damaged, were from poor economic back ground and daily wage earner, said the Ward Member. Further, the landslide has forced few of them to shift to safer places at extra cost.

The dwellers of the colony had reportedly approached the individual concerned urging him not to go for the earth cutting even before start of the work, the Ward Member said, and held the individual concerned responsible for the damages caused to the colony dwellers.

The Ward Member appealed to the state government to provide compensation to the affected families after assessing the extent of damages as per norms.

 I have reported this matter to the district magistrate as well as the state government but no assistance or relief has been provided to the affected families yet, the ward member lamented.

In the meanwhile, the ward member informed that the electric pole of 33kv high tension line near Him Yamaha, Papu Nallah has been on verge of collapse posing great threat to human lives. He urged the Power Department to repair the pole without any further delay.

 

 

Rhododendron Festival celebrated in Tawang

ITANAGAR, Aug 20: ‘Tawang Rhodo Fest 2014’ was celebrated with various programs recently at Tawang in order to develop the tourism potential along with conservation of the fast declining precious Rhodo species of Tawang district. The three-day event organized under BADP scheme began with an emphatic skit based on the ecological importance of rhododendrons and its economic potential. This skit which was performed by the students of Kendriya Vidyalaya, Tawang was an eye opener to many.

Tawang MLA Tsering Tashi who inaugurated the event on August 16 appreciated this innovative step and motivated the youth to explore into tourism activities. He also extended his full support for all development activities in this sector.

Tawang Deputy Commissioner Abhishek Dev expressed that the primary thrust of the event was capacity building of the youth of Tawang in the field of tourism. The Rhodo Fest aims to develop the tourism potential along with conservation of the fast declining precious Rhodo species of the district. The Divisional Forest Officer Pradeep Wahule made a presentation on the immense diversity of rhodos in the District and highlighted the need to map the rhodo cover and enlist the species, the need to promote development of nurseries and plantation activities etc.

As a part of the festival, a trekking programme was organized under the leadership of David, key tour operator in Tawang. During the trek, training was imparted to the participants in areas like birdwatching, identification of medicinal plants, flora and fauna, issues of conservation, concept of homestays etc. Training was also imparted by Col. Gulshan Chadda, Director NIMAS pertaining to development of mountaineering skills etc.

The organizing departments hope that this 3 days event which was celebrated with great pomp and festivity would be taken to national and international levels in coming years.

Mental health awareness prog at PTC

ITANAGAR, Aug 20: A mental health awareness programme was organized at PTC, Banderdewa today under the aegis of State Mental Health Authority to educate the police of their roles in dealing with persons with mental illness and their rights.

Psychiatrist of Arunachal State Hospital Dr.Haniya Payee, dwelt in length on various aspects and provisions under Mental Health Act and made the participants aware of the roles of police officers in dealing with persons with mental illness and human rights issues pertaining to such patients.

Dr. Payee, who is also the Member Secretary of State Mental Health Authority and State Programme Officer (Mental Health), said that people with mental disorders are one of the most vulnerable populations in the society. They are often isolated, stigmatized, discriminated, humiliated and marginalized. They end up their lives in unhygienic and inhuman living condition either in the community or in the mental hospitals, he said.

Highlighting the provisions under Mental Health Act, Dr. Payee informed that the Act provides persons with mental illness with the rights of equal access to mental health services, their reintegration into the mainstream of society and live with dignity.

Psychiatrist of ASH Dr.N Arati Namchoom Ete spoke on various types of mental illnesses and mental retardation with their clinical features and urged the participants to reach out to help them.

Banderdewa Police Training Centre Principal Take Ringu emphasized on the importance of creating public awareness about the laws that protect the rights of persons with mental illness, the causes of mental health problems and ways and means to cope with them.

 

 

Taba Chake declared as top 5 finger style guitarist of India

ITANAGAR, Aug 20: Young musician of Arunachal Taba Chake has been declared as top 5 finger style guitarist of India.  He occupied no. 2 position in the All India Finger Style Competition 2014 - a diverse group, with different styles and participant’s age ranging from 12 to 45 years. The competition is being organized under the banner of Infinite Souls Farm and Artists Retreat. Rhythm Shaw (Kolkata), Joey Sharma (Bangalore), Manan Gupta (Mumbai) and Devkinandan Patel (Ahmedabad) are the other finalists.

The winner will be decided and announced live at B Flat concert, Indiranagar) Bangalore on Sunday (24th August.)

He has been offered scholarship from one of the renowned music academy in the world known as Swarnabhoomi Academy of Music, Chennai. Chake has given performance in various platforms.

Son of Taba Sera, he is resident of Rono village, Doimukh and has been music enthusiast since childhood. Chake started playing music since he was 11 year-old. Despite growing up in a family with no musical back ground, he continued to passionately follow his heart and kept learning about various forms of music during his growing age.

He has done audio engineering diploma from ILM academy, Bangalore and western classical course from Nathaniel School of Music also from Bangalore. As being India's top 5 finger style guitarists Taba Chake is planning to release one international music video in the coming year after completion of his BA and music graduation is completed. While talking to this journalist, Chake said, “I believe no one was my master apart from the Internet. But I do accept that I got so many ideas from other musicians.”

 

 

Tamulang Taloh Memorial Volley Ball Tournament begins

ITANAGAR, Aug 20: The last edition of Tamulang Taloh Memorial Volley Ball Tournament began at Solung-Mopin Ground here today.

Inaugurating the tournament parliamentary Secretary, WRD, Gum Tayeng advised all the participating teams of the tournament to sportsmanship spirit while exhibiting their talent.

She lauded the children of Tamulang Taloh and the organizing team for promoting the name of such prominent figure of the society in order to bring the people closer through games and sports.

Solung Celebration Committee Itanagar President Belatee Pertin while giving the example of late Tamulang Taloh said that his missionary zeal has successfully moulded the future of his children; every parent should follow the example set by Late T Taloh.

While narrating the life history of late Tamulang Taloh, Solung Celebration Committee Itanagar Secretary General Kingman Komut recalled the contribution of Tamulang Taloh towards the society.

Late Tamulang Taloh was a well known figure in the Adi belt particularly for propagating and promoting education sector during NEFA days.

Itanagar Solung sports secretary Tarok Lomtung also appealed to the players of the participating teams to respect the decision of the match judge.

Adi Bane Kebang, Vice Presidents Getom Borang and Toni Pertin, senior Adi members Nima Tondrang, Ajin Apang,Tasor Pali, Batem Pertin, Son and daughter of late Tamulang Taloh and others were present on the occasion.

Later, the first league match of the tournament was played between Moying Raseng team and Regam Dité yameng, in which Moying team won the match by 25-3, 25-9.

In the second match Dongin team beat Secretary XI by 25-6, 25-14 and in the third match Solung United FC beat Podi Barbi by 21-25, 25-9, 25-23.

On August 21 the match will begins at 2.30PM at Solung-Mopin ground here between ABK XI vrs President XI, Regam Dité vrs Dongin and Moying vrs Secretary XI.

 

 

Rajiv Gandhi remembered on his 70th birth anniversary

ITANAGAR, Aug 20: Along with the rest of the country, the Sadbhavna Diwas was observed in Arunachal Pradesh to commemorate the 70th birth anniversary of former Prime Minister of India Rajiv Gandhi at Rajiv Gandhi Congress Bhawan here today. The programme started with floral tributes paid to the portrait of Rajiv Gandhi by the Congress leaders and workers.

Arunachal Pradesh Youth Congress (APYC) celebrated the 70th birth anniversary of former Prime Minister Rajiv Gandhi in a befitting manner at the state youth Congress office, Naharlagun today.

APYC president Nyamar Karbak led the party men in paying floral tribute to a portrait of the former party leader.

Speaking on the occasion, Karbak, who is also chairman of APBOCWWB highlighted and eulogized the vision and achievements of the late prime minister. He stressed the need for revitalizing the youths of the state towards peace, progress and development as was envisioned by the Rajiv Gandhi.

Many Youth Congress workers from various Assembly and Parliamentary segments of the state participated in the function.

 

 

Workshop on DBT and IMR reduction held

ITANAGAR, Aug 20: A day long orientation workshop on Direct Benefit Transfer (DBT) and IMR (Infant Mortality Rate) Reduction programme was conducted by District Health Society, Yupia at Arunachal State Hospital, Naharlagun today.

Chairing the workshop, Papum Pare DMO Dr. S Ronya informed the participants in the workshop that it was basically on the new financial initiative launched by GoI, called as DBT (Direct Benefit Transfer) and IMR Reduction programme.

While providing the aim and objective of the workshop, Yupia DRCHO Dr. Kipa Tuglik said that the principal objective of the DBT is to facilitate direct credit of incentive payments to the ASHAs and other beneficiaries in their right account and in right time through Public Financial Management System. In this regard all Medical Officer (in-charge) where asked to collect the personal account numbers of the ASHAs and other beneficiaries from any vertical programmes where there is provision of any incentive and provide it to DHS, Yupia. In case of few ASHAs or beneficiaries where they don’t have bank account, new bank account (small savings account/zero balance account) can be opened in their nearest banks. He appealed all the M.O (incharge), Block Account Managers and specially the Block Data Managers to be proactive in recognizing, maintaining and uploading the MCTS reports. He said that despite ASHAs work, if the data is not uploaded in the MCTS, there will be no incentive paid to ASHA.

Anuraag Shiyam, PRO, SBI Naharlagun, while participating in the workshop highlighted the procedures involved in opening the small savings account. He said that small saving account is also entitled for ATM card and passbook. Though he also specified that the small saving account holder is not entitled to have maximum balance of more than Rs.50,000 in his/her account and also can not withdraw Rs.10,000 at a time.

Detail information on DBT was provided by Arup Paul, State Finance Manager, NHM. He said any kind of incentive or other related financial transactions must be strictly done as per the directives given under the PFMS. There should be no direct cash transactions he further said. He also said that necessary training on DBT to the DAM, BAM and BDM will be initiated in the days to come.

In the latter half of the workshop, DMO Dr. S. Ronya presented detail power point presentation on Infant Mortality Rate Reduction Programme recently launched by GoI. He said that IMR is the number of death in the children less than 1 years of age per 1000 live births registered in the same year.

The status of infant mortality in Arunachal Pradesh is quite disturbing, as per Sample Registration Survey Bulletin of India in the year 2012, the IMR in rural areas was 37 and in urban areas it was 13. In this regard the IMR reduction programme initiated by the GoI is very much laudable. He appealed to all the MOs present in the workshop to conduct household survey on IMR/MMR in their respective blocks/catchment areas and submit it before 20th of September to DMO Office, Yupia so that care services require to reduce the IMR may be initiated. He also directed all the ASHAs of the District to include IEC/BCC activities on IMR during their Village Health and Sanitation Day gatherings.

Besides DMO and DRCHO and others, Medical Superintendent, ASH, Dr. Raina, Medical Officers and ASHA facilitators of the District and DPMU staffs were present.

 

 

AACWA for immediate reduction

in price of HSRP

ITANAGAR, Aug 20: All Arunachal Contractors’ Welfare Association (AACWA) has reiterated the demand for reducing the price of High Security Registration Plate (HSRP) in Arunachal Pradesh.

Claiming that the price for installing HSRP is exorbitantly high in Arunachal Pradesh as compared to other states, AACWA called upon the vehicle owners to protest it and not to get HSRP until the cost of installing such number plates is reduced to a reasonable price.

Although a representation in this regard was submitted to the Secretary, Transportation in May this year, the authority did not take any initiative to reduce prices of HSRP, lamented AACWA.

Giving example, AACWA said that the price for getting HSRP in neighboring state Assam is Rs.119 for two wheelers, Rs.153 for three wheelers, Rs.318 for light motor vehicles and Rs.335 for medium and heavy vehicles. While in Himachal Pradesh, the rate is Rs.105 for two wheelers, Rs. 125 for three wheelers,Rs.304 for light motor vehicles, Rs. 315 for Medium/ heavy vehicles and Rs.100 for Power tillers and coupled trailers.

Whereas in Arunachal Pradesh, the rate for getting HSRP is .660 for two wheele, power tille and coupled traile, .798 for three wheele, .1568 for light, medium and heavy motor vehicles, the release added.

 

 

Awareness prog on Japanese Encephalitis and Diarrhoea

SEPPA, Aug 20: East Kameng District Health Society in collaboration with PHC Pakoti conducted a week-long awareness programme on Japanese Encephalitis and Diarrhea at the Govt. Secondary School, Pakoti, Govt. Middle School, Mebua,  Govt. Middle School, Pachi and Govt. Middle School, Sebibo on account of growing panic like situation for Japanese Encephalitis at East Kameng district.

Dr. Kapu Sopin MO incharge PHC Pakoti who led the team along with Dr. Khoda Tada, who is also MO PHC Pakoti, while highlighting the aim and objectives of the awareness programe explained about the Japanese Encephalitis which is actually an animal disease (like domestic pigs and wild birds(herons)) where man is accidentally infected by mosquito bites. He also explained the mode of transmission, clinical features like fever, body pain, headache, joint pain followed by photophobia, vomiting, convulsions, alter sensorium, etc which may develop over the next few days after the infection and it preventive measures.  He also talked about the role of pigs in amplifying viruses of Japanese encephalitis & requested them to discourage parents keeping pigs openly or piggery near houses as it creates unhygienic surrounding causing other diseases also.  He also requested students, teache etc to take active participation with health peonnel in giving health awareness. He requested them to maintain “Each Student Teach Each Family’’ about Japanese Encephalitis and other health related programmes.

Dr. Khoda Tada while talking on Diarrhea explained about its various causes, mode of transmission, preventive measures and treatment. He emphasized on importance of peonal hygiene & cleanliness of surrounding, also stressed on role of Oral Rehydration Salt (O) & homemade fluids in diarrhea control. DIPRO

 

 

Bus service brings smiles to students

DIRANG, Aug 20: The gift of a school bus by Parliamentary Secretary (Hydro-Power) and Dirang MLA Phurpa Tsering during the recent Independence Day celebrations at Dirang has brought smiles in the faces of school children as the bus would ease their arduous journey of 15 kms on foot everyday to reach their schools.

The 30-seater bus costing  10 lakhs would ferry the students of villages Senge, Nyukmadung, Lish, Lish Gompache, Lubrang, Ramacamp, Lungrum, Sappercamp to various schools at Dirang at a very nominal fare. The overall management and supervision of the bus has been entrusted to Dirang General Administration.

Speaking to this reporter, Lubrang ASM Leiki Wangda along with many panchayat leade and students said that the bus service will go a long way in bringing in much respite to the economically downtrodden students pursuing higher education at Dirang. ‘This act of generosity is a testimony to the emphasis and priority the local MLA is giving on education sector which is an investment for a vibrant future’, they echoed.

 

APCC’s ‘Congress Mirror’ released

NEW DELHI, Aug 20: Congress Mirror, a monthly journal of the Arunachal Pradesh Congress Committee (APCC), was released at the ‘Sankalp Sammelan’ of the All India Mahila Congress convention at Talkatora Stadium here by APCC president Padi Richo and CLP leader Nabam Tuki to mark Sadbhavna Diwas on the 71st birthday of Rajiv Gandhi today.

Conceived by Richo and Tuki on the line of Congress Sandesh, a monthly journal of the AICC to bridge communication gap between the people and the government, the APCC journal with a dedicated team will reflect the Congress’ historical evolution, its eminent leaders, development agendas of successive UPA governments and flagship programmes & policies of the Congress-led state government.

With APCC general secretary BC Tok and advocate Hage Nibo as its publisher and editor, the editorial board including journalist Pradeep Kumar, academicians CK Singh and Dr Apurba Ranjan will give shape to the monthly publication.

The journal by highlighting the activities of the rank and file of the party would encourage them to work with commitment and serve as a bridge between the government and the masses, Richo said with confidence on the occasion, an APCC release said.

 

 

DDSE visits remote schools of Tirap and Longding districts

KHONSA, Aug 20: Tirap DDSE Pubi Lombi yesterday visited various schools of Tirap and Longding districts viz. Bera Middle School, Tissa Middle School and Senua Primary School.

During his visit to Bera Middle School, he addressed the students to be punctual, discipline and have zeal to learn good manners and become good citizens. He also advised the students to enhance their knowledge in the field of grammar, general knowledge etc by reading novels and famous books in addition to their prescribed syllabus. He also visited the residential school with 100 bedded capacity at Kamhua Noknu under Longding district. This School was not properly functioning due to shortage of sufficient teachers for many years but after assuming charge as a DDSE, P. Lombi, tried his best and succeeded in making this school fully functional. At present the school is running smoothly with an enrolment of 85 students.  Efforts are on to achieve 100% enrolment. During his visit he gave 4 numbers of Solar Lamps to the residential School. DDSE assured posting of more teachers at the earliest for smooth functioning of the School and also assured the students of providing 1 number of Sintex in the Boys Hostel within a few days. Mass tree plantation held at Khonsa

KHONSA, Aug 20: A mass tree plantation was held as a part of the concluding celebration of Vanamahotsava in the premises of BO-PEEP school, Khonsa today under the aegis of Forest department.

Participating in the meeting after the tree plantation, Tirap Deputy Commissioner Kamlesh Kumar Joshi said that it had become necessary to replenish the fragile environment and ecology by planting more and more plants.  Joshi told the participants that scarcity of water, shortfall in rainfall and climate change were due to depletion of forest and appealed all to realize the importance of reforestation. He exhorted the young students of BO-PEEP school to study hard to prepare themselves for the future.

DFO B. Darang in his speech highlighted the significance of Vanamahotsava and spoke at length about the importance of protecting the environment. He said that the global warming and sudden climate change all over the world were the direct effect of deforestation and callous attitude of the people. Darang further said that reforestation was of paramount importance to maintain ecological balance and urged all to love Nature and leave no stone unturned to ensure that the environment was protected at any cost.

In her speech Sontung Bangsia Lowang, ZPM and Chairperson, Women’s Welfare Association, Khonsa while briefing the participants about the BO-PEEP school said that the school has been run by the WWA since 1974 and urged all to extend their cooperation for the overall growth of the school. She lauded the Deputy Commissioner, DFO and others for taking part in the mass tree plantation in the school premises and the school’s children’s park.

Coordination meeting on sanitation held

SEPPA, Aug 20: A coordination meeting on sanitation and cleanliness of Seppa town was held at Kameng Hall, Seppa yesterday.

The meeting was attended by Parliamentary Secretary cum Town MLA Tapuk Taku, DC, SP, ADC, Dy. Director, DUDA, DVO, DMO, EE PWD, ZPM Seppa, President/ Secretaries of 33 Colonies; Bazaar Committee and EKCL.

Parliamentary Secretary Tax & Excise Tapuk Taku advised the president & Secretaries of the 33 colonies of Seppa town to maintain cleanliness in their colony and work for the welfare of the people. Talking about inter-colony roads and CC steps, he said that there are 30 odd villages also under his constituency to look after problems & development. However, everyone should cooperate with the executing agency if Govt. placed fund for roads & C.C. steps in their colonies enabling it to implement as per planning for beatification of the town, he added.

He announced an award of Rs one lakh to the best clean colonies. He also stressed on regulation of parking, vertical development of building for economical land use and also suggested selling of meat at designated locations.

SP, Apang Tamut suggested for formation of committee to monitor cleanliness drive in each colony.

ADC, P. Jain suggested using of Bamboo dustbin in every colony and dumping of garbages at suitable site instead of dumping garbage at Hari bridge which pollutes Kameng River.

DMO in-charge Dr. Dirang Pizi briefed about JE and its symptoms, carrier and agents of the disease.

Dr. T Tachang Dy. DUDA outlined the criteria to form a colony and added that two or three persons comprising of two or three houses can’t be counted as a colony.

DC, Sandeep Kumar Singh suggested conducting of social service on regular basis, formation of committee and drafting of action plan of each colony, placement of at least 2 or 3 Bamboo dustbin on each colony, identification of dumping ground for garbage’s where bio-gas plant may be developed later, streamlining of licenses enforcement of ban on Piggeries & Poultry for the time being. IDEA & Caritas India organize malaria training for ASHAs

ITANAGAR, Aug 20: The two days training for ASHAs on malaria prevention and control organized by Itanagar Diocesan Empowerment Association (IDEA) and Caritas India in collaboration with District Vector Borne Disease Control Programme (DVBDCP) Papum Pare concluded at Catholic Mission, Kimin yesterday.

The training aimed at building capacity of the ASHAs for early diagnosis and prompt treatment of all malaria cases and reduce morbidity and mortality.  

ASHAs are the village level health worker and have a tremendous role in sensitizing the community for adopting effective preventive measures like use of bed nets and indoor residual spray (IRS).  

Dr. Mitty Lego, medical Officer at Community Health Centre Kimin,T.P Tara, Consultant of District Vector Borne Disease Control Programme Yupia , Nikap Nada, Malaria Technical Supervisor of Community Health Centre Doimukh and Mr John and Mr. Raj from IDEA Caritas India were the resource persons.

Altogether 19 ASHAs, including one ASHA facilitator from Community Health Centre (CHC) Kimin attended the training.

IDEA in Partnership with Caritas India (NGO) has been supporting DVBDCP in terms of organizing training for ASHAsin entire Papum Pare district under the guidelines of National Vector Born Disease Control Programme.  

So far 84 ASHAs from PHC/CHCs, namely Balijan, Doimukh, Basarnallo, Jote and Kimin were trained.

 

 

Seva Dal medical camps conclude

Rajiv’s birthday celebrated at Kanubari

ITANAGAR, Aug 20: The four days medical camps organized by Arunachal Praesh Congress Seva Dal in various remote villages of Longding district concluded at Kanubari today.

Over 800 patients were treated in the last day of the medical camps by doctors from Arunachal State Hospital.

Earlier, similar medical camps were conducted at Longding on Sunday and remote border village k/Nonku the next day and treated more hundreds people suffering from malaria, diarrhea and various other diseases.

APCSD Chief Organizer Kipa Kaha informed the villagers about the state government’s various welfare measures for rural people and its commitment to reach out to every nook and cranny of the state to understand the plight common people.

Arunachal Pradesh Youth Congress Spokesperson Mitali Thinkatra exhorted the youths to come forward to help the needy people. She lauded the APCSD for conducting the health camp for the benfit of poor and needy people. Earlier, the APCSD team led by Kaha visited the burial ground of former minister late Newlai Thinkatra and paid homage to him.

Meanwhile, the APCSD team led by Kaha organized a social service by cleaning the Mahatma Gandhi Park at Kanubari to mark the birthday of former Prime Minister Rajiv Gandhi.

Kaha led the Seva Dal cadres in offering floral tributes to the decorated portraits of the former party leader.

Kaha interacted with Seva Dal and APYC cadres of and workers Kanubari and exhorted them to work together for the greater interest of Congress party. He also highlighted the various welfare schemes, like Chief Minister Health Insurance Scheme initiated by Chief Minister Nabam Tuki.

The Congress ZPMs of Kanubari, District Mahila Congress President and ASMs also spoke in the meeting.

Congress party Panchayat leaders, Block Seva Dal, Block Youth leaders of Kanubari were present on the occasion.

 

 

Parl. Secy inspects WTP

BOMDILA, Aug 20: MLA cum Parliamentary Secretary for PHE & WS department Kumsi Sidisow inspected the Water Treatment Plant (WTP) at Bhalukpong and the Central Store of the department despite heavy rain to assess the reasons for the dysfunctional Slow Sand Filtration (SSF) Units and the dilapidated condition of the store since last few years.  He was accompanied by Er. Likha Tekhi, EE PHE & WS Division, Bomdila and local departmental officers and PRI members of Bhalukpong.

He assured his full support and guidance at appropriate levels to revive the water supply infrastructure and asked for preparation of an estimate for reconstruction of the SSF and boundary walls of the Central store.

Later he convened a brief meeting with officers and officials of the department and exhorted them to work sincerely and maintain the work culture. It gains prominence as the department is listed in the essential services department, he observed.

He also briefed the PRI members of their duties and responsibilities and other obligations towards the society and urged them to make optimum use of the schemes under Nirmal Bharat Abhiyan and enlighten the villagers towards a hygienic life.

Er. Likha Tekhi informed and appealed the PRI members to work with a service motto in order to achieve the Nirmal Gram status of a village and which if achieved, could also be awarded with the Nirmal Gram Puraskar by the government of India.

Later, MLA Kumsi inspected the fully functional Sub-divisional laboratory which is well equipped with modern water testing technology and went through the monthly records too. DIPRO
